Rinse quinoa in a strainer.
In a medium saucepan, add quinoa + 2 cups of water, and bring to a boil over medium heat.
Once boiling, reduce heat to low, cover, and simmer for 15 minutes.
Remove cover from the pan, and fluff the quinoa.
Next, chop the bell pepper, green onion and dill, place in a large bowl.
Add the quinoa and mix together well.
Last step is to make the dressing. Whisk together the dressing ingredients. toss salad with the dressing and add salt/pepper to taste.
