Prepare pasta according to package instructions.
When pasta is done, reserve 1/2 cup of the pasta water.
While the pasta is cooking, heat the olive oil in a large pan over medium-low heat.
Add garlic and stir for about 2 minutes, stirring but being careful not to let it burn.
Add red chili flakes and sea salt and stir for one more minute.
Remove from heat and set aside.
Add the cooked pasta to the pan with the olive oil/ garlic sauce, mixing to coat well.
Add the lemon juice, lemon zest, arugula, reserved pasta water, and parmesan cheese, stirring to coat everything well.
Serve and enjoy!!!!
